How do you calculate the curvature term of 4-D effective theory of Randall-Sundrum model?

I'm looking at R & S "A large mass hierarchy a small extra dimension "and can not follow the way of connecting a first order tensor fluctuation h on Minkowski space (Eq. 13) reduces the 5-D curvature within the Einstein-Hilbert action to the specific form of effective 4-d curvature term given in (Eq. 15). Why not fluctuating tensor, h, depends of the extra dimension? I think it has something to do with the fact that we're watching the massless mode in the decomposition of G_munu KK. Can anyone find all references that the direction of my question directly, I have been reviewing papers can not understand all night. Are you kidding? What makes you think anyone here would have an idea about this? PS: As I reread the question and its reference material, is difficult to decide whether this is simply a joke or an example of the dullest writing the history of physics!
